About the role

We are seeking a National Utilities Manager to manage and improve utilities consumption within the organisation in line with agreed policy and strategy; so that environmental footprint and carbon emissions are minimised economically and sustainably. Report on variances to the client, provides support to business units on utility matters, manage the SLAs with the different service providers on behalf of the client, administer utility billings to tenants and report on utility income, report on utility expense and queries. Manage staff effectively and provide guidance in terms of utility tasks.

Present annual utility training to the team to ensure all parties are up to date with the latest workflow and industry standards.

Meet client’s standards and global standards in terms of utility management as set out in the Service Level Agreement with the client. The term utilities includes water, electricity, gas consumption, waste collection and data consumption.

What you will bring

What you will be doing

In this role, you will be required to:

Report on utility variances:
  • Investigate variances via worksheet that includes net utility figures, accruals and notes on queries
  • Identify and isolate the problem and period involved. Provide a solution and inform landlord, and other stakeholders.
  • Various monthly meetings with service providers including utility company to conclude reporting
  • Setup meetings with asset managers monthly to report on NET UTILITY variances
  • Process includes investigating both expenses and income side of buildings in the portfolio.
  • Collaborate with Utility management service provider(s), asset and property managers; providing key financial information and relevant data to support the drive for management buy in to proposed
  • Energy/Water/Revenue Recovery projects/initiatives.
Utility expense / council payment and query management:
  • Match technical information (readings, meters, tariffs per consumption) on council accounts with the sites
  • Approve council account variances after investigated and confirmed
  • Integration with finance and accounts payable department. Effective communication is key
  • Approve / confirm new building take on (meters charged correctly) for buildings on the portfolio in consultation with the local utilities managers/utility controllers sitting at building level.
  • Monthly accrual process calculation and management as per client’s accrual policy
  • Identify technical risk to landlord - Over & Under charges by council
Utility income / tenant billing and query management
  • Manage service providers including utility management company, gas supply companies etc. (ensure their system matches our system, provide tenant movements, double check recons, check billing)
  • Load utility billings to tenant accounts to JHI deadline. Check, identify and address issues relating to billing
  • Manage billing process in terms of debtor administrators checking pre-billing, ensure new tenant movements gets updated with utility company
  • Resolve tenant technical related queries (tariffs, meters billed to tenant, seasonal changes, increased consumption)
  • Resolve technical issues on site (faulty meters, new meters, deviations in consumption.) Ensure technical changes gets communicated and implemented into billing
  • Identify technical risk to landlord by identifying the risk on possible loss of income or losses with:
  • Access accurate information which quantifies the cost of water and electricity supply interruptions to the organization as well as associated risks to business; collaborate with property managers, asset managers and client development team to develop a contingency planning business case which minimizes the impact of power and water interruptions to core business operations.
  • Strategize on billing and tariff changes (most beneficial tariff to be implemented to benefit of landlord and tenant)
  • Identify significant users of utilities, measure and track the consumption of all significant utility users against agreed metrics, providing reported feedback on discrepancies, monthly, in support of a structured utility management process.
Legislative
  • Review the Energy/Water/Revenue Recovery legislative requirements appropriate to the organization, annually, compiling and updating compliance requirements in formal reported feedback to Management which highlights associated risks.
  • Compile an annual Energy/Water/Revenue Recovery Management compliance review plan; stipulating milestones required to achieve compliance and identifying responsible stakeholders; so that overall compliance objectives are achieved.
Utilities Key Performance Indicators Development & Management
  • Develop Energy/Water/Revenue Recovery management key performance indicators (KPIs) in conjunction with key role players; based on the baseline established, updating and maintaining these to ensure that consideration is given to consumption drivers.
  • Recommend Energy/Water/Revenue Recovery management targets for the year, with consideration to potential projects; budget constraints; performance factors and viability issues so that realistic targets are formulated.
  • Provide regular reported feedback on achievement of targets to identified internal and external stakeholders, clarify responsibility for achievement to create accountability within the organization.
  • Plan and drive the implementation of awareness campaigns for the year, update when new information becomes available; promoting cooperation and support from final consumers.
  • Track and record all costs and benefits achieved from utilities management interventions in reported feedback which reflects direct and indirect savings achieved.
  • Update baseline; KPIs and targets after implementing new installations; adequately addressing new information requirements and optimizing the utilities management process.
Financial Management
  • Forecasting, Budget Planning and Maintenance
  • Input into annual formulation of budgets – both Opex and Capex.
  • Financial management and monthly reporting on expenditure and variances
Procurement & Project Management
  • Perform procurement duties: RFI, RFP and RFQ Process Management in collaboration with Group Procurement Department.
  • Adhoc and Special Projects
  • Manage projects in accordance with sound project management processes to achieve objectives.
Sustainability
  • Keep abreast with current trends so that the organization keeps up to date with environmental impact factors which determine the overall footprint.
  • Understand clearly how the carbon footprint for a typical building is calculated and how the utility streams influence this calculation. Ensure everybody else also understands this.
